need recovery cd

new hard drive installed on an hp laptop I never received a recover disc and i do not have one what can i do now to install operating system

Assuming you have the activation key (should be printed on the bottom of the laptop), you can download the official Windows 7 ISO here:
http://www.w7forums.com/threads/official-windows-7-sp1-iso-image-downloads.12325/

Get all the drivers from HP before you start.
