I am building a new system and I have a gently used HX650 from a previous build that I am going to use. I'm looking at the gtx770, but the min PS suggested is 600. I am not planning on every doing SLI, but I will be running a 3 HD configuation (SSD + 2 SATA). I don't have the entire build spec'd out yet, but it will be running a 4570k and 16GB RAM. Does this look like it will be a problem? I don't really want to purchase a new PS, so if the 770 is too much, I will likely look at a 670 instead. Any input would be greatly appreciated.

You are cutting it a bit close, but you should be ok with the 650 watt psu. I would, however, not advise adding anything else to your system. Lights, fans, etc...

One thing, I did neglect to mention is that I am getting a Rosewill BLACKHAWK-ULTRA Gaming Super Tower Computer Case which has 8 fans build it in. I think I may be cutting it too close.

It will probably be fine. You may struggle in the summer when its hot out, and there is a larger load on your PSU. If it is an issue, you can always get an 800 watter down the line. Just make sure you always get a good name, like the one you have, corsair. I still think you should be fine. I dont remember the name of the site but you can google power supply requirements, and get a site where you can put in your build and it will tell you what you need.
