My hp laptop isn't installing windows properly , it then restarts I can't get past this point

I recently got a Hp touch smart laptop but after a failed recovery attempt when I turn it on after ages it says windows didn't install properly , try again but ii can't seem to get the system to boot into recovery.. I'm willing to get another windows 8 cd but will it boot into life or just loop to the blank screen of death again ?
IT isn't my strongest point , any advise would be so appreciated .

History, it was brought new in September and after It received a virus by email it had to be reset or recovered with the help of hp support. There was problem during the recovery process and it switched off . The hp support program installed on my laptop advised go into recovery and reset !!
Technology is my Achilles heal , please forgive the complete lack of knowledge .

Is it a new or old laptop? Why did you try to recover in the first place?

With a bootable media (DVD/USB) you will be fine. Don't worry.

I eventually got in touch with hp support as I have warranty .
They think the windows 8.1 may have destroyed my recover partition . They are sending a windows 8 recovery USB practically for my laptop . Thank you for taking the time to give me your help
