PC only turns on after i do the paper clip test, Windows is installed and everything works perfectly after i do the test.

Does it also start up properly if you *carefully* touch the two power on pins on the lower right corner of the motherboard with a metal object (to short the two pins -- and try to only touch those two pins, a small screwdriver works well) -- where the two case power switch wires should attach -- if so there may be either a problem with your power switch or one of the wires that goes to it from the motherboard.
