Skyrim is Unplayable

I just recently tried to start playing Skyrim again after getting a new GPU. I just got a GTX 780 and when I run the game, the physics are out of control to the point of making the game unplayable. For example, I start a new game and the carts are flipping around and the horses are stretching from their current location to off the screen somewhere. I've tried many different things to fix it with no luck:

1. Reinstalled game
2. Reinstalled Steam
3. No mods
4. Moved Save files out of the Saved Games folder
5. Updated my GPU driver to the most current driver

Nothing has worked and I have no idea what could be the issue at this point. The GPU does not have any weird graphics problems like this on any other game that I play including Guild Wars 2 and Batman: Arkham Origins.

EVGA GTX 780 SC
G.SKILL Ripjaws Z Series 16GB
Windows 7 Professional 64-bit

The monitor is set to both the native resolution and the native refresh rate.

The native refresh rate for my monitor is 144hz and I found out that is the problem. I set it to 60hz refresh rate and no issues now.

Apparently Skyrim doesn't like playing on a monitor with that high of a refresh rate....

Thanks for the idea of checking that, I tried so many things and couldn't get it to work.
