Crossfiring two different 7990s?

You can, but I would highly advise against it. There are massive heat problem when crossfiring the 7990 unless you are watercooling. Also I don't know why you would buy two different cards anyways unless you already have the Powercolor, I would just go with 2 of the Sapphires and watercool them.
 
yes. xfire is NOT sli... xfire is much more forgiving then sli is and it will work just fine. Just know almost no programs are compatible with 4 gpus, so it's questionable what type of improvement you might have. (they'll treat that setup like 4 7970s in xfire); furthermore please put some serious thought into case cooling... the 7990s have shown to run too hot to xfire without some serious thought put into cooling.

Ya I have already bought an powercolor 7990. That one runs at 60 C on max loads. I could just watercool the sapphire and I have 5 case fans already and looking to install a sixth when crossfiring. The only reason that I am getting the sapphire one over the powercolor is the powercolor is two inches longer and I had to remove my top hard drive housing to make it fit. The sapphire is two inches shorter and will fit in my case when crossfiring.
