Can i buy a monitor in the US (ASUS VG248QE) and play it in Australia?

You will just need to switch out the US standard power cable for a AUS standard power cable.

Any computer/electronics store in AUS will have such cables. The only end that is different (on the cable) is the part that plugs into the power outlet (in the wall for example). One like this:
