Solution
It is very possible it is a thermal problem. However a 'thermal problem' can be many different things.

For example it could be your thermal paste on your CPU has dried up or isn't applied properly.

It sounds like a thermal throttling issue. Try seeing if the fans speed up when it starts getting laggy. Or try getting some sort of thermal program such as realtemp or speccy. See if your CPU is getting toasty.

Also a possibility that your psu isn't great. What psu do you have?

Download something like Mao afterburner and check your temps and fan speed and core clock when it starts to lag if it drops , get some thermal pads and 99% alcohol and take the cooler off the graphics card replace the theraml paste and if the thermal pads rip off clean them off and replace them
