So I had a OLD Desktop, Pentium III Processors, So I opened it up, (it was working before i opened it) I found a PCIE Slot,
so i added a old sound card. After i powered it up. It was not working, So I find another BLUE
connector
something like this: https://www.google.com/search?q=acer+veriton+5200+motherboard&rlz=1C1MSIM_enMY560MY560&source=lnms&tbm=isch&sa=X&ei=ioWJUoyDGY6zrgfv4oCQAw&sqi=2&ved=0CAcQ_AUoAQ&biw=1360&bih=667#q=acer+veriton+5200+MOtherboard&tbm=isch&facrc=_&imgdii=_&imgrc=ga3Q76cZcL-H5M%3A%3BjJ9YL0fnta0n-M%3Bhttp%253A%252F%252Fimg.auctiva.com%252Fimgdata%252F1%252F3%252F2%252F8%252F9%252F8%252F2%252Fwebimg%252F472452275_tp.jpg%3Bhttp%253A%252F%252Fwww.ebay.co.uk%252Fbhp%252Facer-veriton-motherboard%3B400%3B288
So I began reassembling it.

and keep on rebooting.

It's not a PCI Express Slot. it's most likely an AGP slot. PCIE wasn't introduced till 2003. Pentium 3's were discontinued around that time, and weren't sold in OEM systems once the Pentium 4 was launched. Have you tried removing the sound card?

I did remove the soundcard. Still, about the Blue Connectors
I think I have messed up with the BIOS.
On the board. There is CMOS_CLEAR and there it has
3 pins, i set them t default. (the first end).
