How to limit FPS in games?

I'm going to buy AC4 for PC in a few days. I'm figuring my FPS should be 40-50 (GTX 670). I'd like to limit my FPS to 40 so its smoother rather then have it go all over the place.

When I V-Sync its at 60 fps. I'd rather have better looks graphics then 20 extra fps.

EDIT: Apparently some don't know how to read questions. I'm buying it in a few days when it releases off steam. I'm assuming given the system requirments (reccommended 470 GTX) that I can run it a steady 40 FPS. I just want to know how to force 40 fps.

Same goes with AC3 I can do 40 just fine at max settings but it jumps to 60 at times and it doesn't feel smooth at all when it does that.

you can use radeonpro to limit fps for AMD cards. I think msi afterburner also has an fps limiter in it. you could always set your refresh to 50hz, most monitors support it, and run vsync to get 50fps. best to have an fps wither at your monitors refresh, or exactly half so you dont get screen tearing. but if at 40fps you dont notice screen tearing i guess that's fine for you.

READ MY POST PEOPLE. I am buying Ac4 in a few days WHEN IT RELEASES.

I have never pirated anything and I don't support piracy period.

How do I pick my fps? Even in AC3 how can I limit it 40 fps? Can I through Nivida inspector?

Theres never been a way to limit FPS to 40 unless you use V-SYNC. I'm looking for a way to force to a steady 40 then constantly rollarcoasting fps.
