I have an Asus gaming laptop that gets 30 FPS in Battlefield 4. Is it possible if I could bump it up to 60 FPS?

You might have to lower down some graphics settings, Disable the Vsync. Make sure your video drivers are up to date. If not so update them. But if you already are playing on low settings. It's not possible to jump on 60 FPS even if you update video drivers. But still one more crucial setting will be lowering down your resolution, try to overclock what you can. Let's say you run games at 1600x900 resolution and even on low settings you are not getting enough FPS. Then the only option remains is to lower the resolution. Then at 1336x768, you are sure to get 60+ Fps even on bf4. And 45+ FPS on 1336x768 res. on medium settings. So try lowering your resolution and overclocking your cpu, gpu or ram (whatever you can). This will surely give an...
easy way is to lower the settings until you get the desired FPS. but if you are already running on low settings, then getting 60fps (considering that you are at 30) is a long shot
also, you have a 745m, judging from the model number (i dont own a laptop), it is fairly slow and bf4 is a demanding game. so 60 is probably not possible

There really isn't much you can do if you want to stay at current settings. You'd have to change the GPU, but they are usually soldered to the motherboard so you have to go through the manufacturer. Or you can get a slight boost by overclocking RAM, not so much anything else as laptops overheat at default settings. And since it is a laptop built by Asus, the BIOS is probably flashed to be locked, but maybe not-never had an Asus laptop.
If yo want 60FPS, either lower the settings or lower the resolution or both.
