Air or Liquid cooling?

I have an h80i at the moment which is defective so I'm going to have to get a new cooler. I ordered the Scythe Ninja 3 air cooler just because I loved the look of it and did not want to be paranoid about water leaking on my system anymore. However after doing some more research I read that liquid cooling is better. I am so confused!!

Agreed. For 4.0GHz I´d probably stick with air cooling. Unless your really like the looks of liquid cooling.
From 4.0GHz to 4.4GHz I´d think about AiO cooling (depending on your chip).
And for everything above custom loop would be my choice. Always depending on your chip of course.

I7 4770k and I'm thinking to over clock to 4 GHz

That cooler should be fine for that, assuming your case cooling is sufficient. You may want to attach another fan to that cooler and run push/pull, but it doesnt make a huge difference on some coolers.
