Microsoft fixes Windows 8.1 mouse issues, but not for all games

I found this on the net but i don"t know what based version of 8.1 i have.

only says version 6.3 build 9600 nothing saying if its a x86 or x64 based

i have windows 8.1 64x and when i attempt to download the update for 64x it tells me it isnt applicable for my computer?? my usb 2.0 work with my mouse but not my 3.0, heard this would fix it but i cant download it.....
