Sapphire lists minimum power requirement as 500 watts.

Get 500-550 watts PSU. Brands like Corsair, Seasonic, Cooler Master.
Please get a good PSU after seeing the reviews.
The one you just showed looks kind of cheap.

And you can keep this CPU but should upgrade to newer mobos with DDR3 RAM.
You can also try getting the card first and then test it with same Set-up.
Bu do not run the Card 7870 with this PSU.

No, that PSU is not sufficient to power the HD7870 Ghz edition. You need at least a 500w PSU. See below:

While the link you posted does not appear to be working, I suspect that this is a bargain-basement model (please provide just the make/model of your PSU and we can verify). Many of these types of PSUs are rated higher than they actually produce power at. In fact, your PSU may only be providing 250w (this is a common issue with low-cost PSUs).
