Graphic Card problem

Hi, I recently built a rig like nearly a month ago, and since the first day it runs smoothly and everything works very well until yesterday after installing PES 2013 game, I noticed several graphic "flickering" during gameplay. Thinking that PES is giving the problem, I uninstalled it but then again I noticed the same problem in DmC: Devil May Cry game. After google-ing for some answers I tried driver sweep from Guru3D and clean reinstall driver, but the problem still there. And today, when I powered on my PC in the morning I saw the idle temp reading in of the GPU was around ~60°C which leading me to check the card and realised one of the fan was not spinning. I then powered everything off and do a unplug/replug of the GPU's power cord. This time, when I powered on my PC again, both of the GPU fans are not spinning. But I still get a display output on the monitor and PC is still detecting the GPU. I've done several troubleshoot like reseating the GPU from the PCI-E slot and using other power cord but still not working. So my question here is does this mean that my GPU card is "out" or defective? It's not even one month yet since I got the card.

Here's some of my PC specs if these helps:

- Intel core i5-4670 CPU
- Corsair Vengeance 8GB PC-1600 RAM
- Asrock H87M motherboard
- Leadtek WinFast GTX 760 OC 2GB GPU card <--- the main subject
- Western Digital 1TB HDD
- Cooler Master GXII 550W PSU

Is there any other possibility that leads to this problem? Should I go for an RMA? I'll be glad to hear some thoughts and opinions. Thanks in advance. :)

Well Leadtek is not one of the recommended brands.The fans not working is normal, since they are designed to spin when temperature gets high. Sometimes it's possible to buy a new card that comes defective from the factory and from what it sounds your gpu suffers from that. If you could sent the card back and get a refund, then go ahead and buy a new decent brand like asus, sapphire, evga.

I might return it and possibly get swapped with a new one, but I'm not sure if I can get a refund. I could give a try though. Is leadtek really not recommended? I've surveyed some of the people who are using the brand and they seems to be happy. Some even recommend me to buy it (so that's why I bought it) plus it's one of the cheaper brand in my country compared to other like Asus, MSI and Gigabyte.
