how much your budget..?
for strongest processor of course you can choose xeon or opteron processor, but it'll will cost you arms and legs..:D

Well, for video converting, actually you can use graphic cards to do this job..
And significantly faster than processor..

You can get a FX-8350 for video encoding. The 8 core CPU is pretty good for this type of application. It is less expensive than the i5-4670k ($200 vs $240 @ Newegg.com) which is generally the FX-8350's competitor. The more expensive i7-4770k does perform better than the FX-8350, but I think is costs around $330 - $350.

While AMD's FX-8350 is faster at encoding video than all the Intel CPUs with the exception of the i7-4770k, Intel does have a trick up it's sleeve. Quick Sync is a technology that uses the Intel HD graphics core to accelerate video encoding. The problem is you must use a program that supports Quick Sync in order to do so, but it offers a significant increase in performance.

One program is Cyberlink's MediaEspresso. There is another one, but I cannot think of the name at the moment. The developers of Handbrake stated they will support Quick Sync in a future release back in April 2013. However, it is unknown when that "future" is.

Here's a benchmark. Note that QC performance from Ivy Bridge to Haswell generation has not improved much. The focus was to improve video quality even more.
