Is the rasurbo real&pure 650W PSU good enough for a r9 280x?

Is the rasurbo real&pure 650W PSU good enough for a r9 280x or should I look at other cards?
Current Spec:
i5 2500k @ stock
GTX 460 SC (EVGA)
2 HDD
Rasurbo 650W

I would prefer not to have to buy a new PSU.

I know the rasurbo are a not the best, which is the point of asking, but so far the system has been fine, buying a new PSU is not really an option, i'm happy to drop down to something like a 760. the PSU was originally in a bundle with a group of other parts and the offer was a great deal in an ideal world I would have picked up something by corsair, but that is not always possible.

That PSU is made by HEC, not one of the better brands. I wouldn't trust my new graphics card to it. I know you don't want to buy a new PSU, but would you rather buy a whole new system? The PSU is the heart of your system , without it NOTHING works! The PSU is the only component that can destroy all of your other parts if it fails. Don't cheap out on the PSU, it is false economy.
