cpu fan runs all the time, temp is 71C

my CPU fan runs all the time and the temp is 71C. Is this normal? What can I do? CPU is an AMD 64X2 w/ 256 kilobyte primary mem cache and 1024 kil secondary memeory. OS is WinXP.

I would suggest taking the cpu heatsink off. Reapply thermal paste ( wiping the old stuff off of course) That may do the trick.

fairly old cpu i am going to guess the paste has dried

remove your heatsink it may be stiff if original amd cooler move lever unclip the 2 clips on either side and twist left and right do not pull or you will damage the motherboard once you have twisted left and right it should come away. remove cpu fan from cpu header so you can remove cooler.

get some isopropanol and a cotton dip cotton bud in it and apply to cpu until the old paste loosens use a anti static cloth or glasses clothe or coffree filters once clean and dry of the old paste apply a new paste i recomend mx4 paste pea size ammount spread it with a clean giftcard till whole metal surface of cpu die is covered add a bit more if nessary then clean of the cooler of the old paste and wipe fan of any dust and dry and reattach cooler and attach fan.

you should hit temps of 45 to 50c

Also, worth noting that the CPU fan will run all the time anyway, it will just slow down when there is less heat to deal with.
