I was wondering what a good <$1000 gaming rig would include.

I'd love anybody's opinion, provided that they know a bit on the subject. I want a rig capable of playing recent games on high graphics (ultra will make my eyes bleed) and video editing.

It's a bit over, but the Gigabyte GA-Z87X-D3H is better quality than the ASRock Z87 Pro3.
XFX psus are Seasonic OEMs, so you can expect them to be very high quality.
Windows 8.1 is overall faster.

Would I need a USB card? Sorry I'm pretty new to this.
