Faint wavy lines across screen when running games

I've Google'd this issue vigorously for the past couple days, but haven't come up with any real solutions. There have been a few threads posted on here but none recently.

Starting about 10 days ago, I randomly started to see these faint horizontal wavy lines flicker on my screen when I was playing games and when watching Youtube videos. Many of the threads I found had to do with new builds, not existing builds suddenly having these wavy lines.

MOBO: ASRock 970 Extreme4
CPU: AMD FX 8350 Black Edition (Never overclocked)
SSD: SanDisk 128 GB
GPU: 2X Radeon HD 7950 In Crossfire (Never overclocked)
PSU: Raidmax 850W 80 PLUS GOLD
HDD: Seagate Barracuda 1TB
RAM: 8GB Patriot DDR3-1600

I tried a bunch of different solutions that I will list below:

I switched from my 40 inch TV, to one of my other monitors, same issue.
I system restored my computer to a date before this started, same issue.
I updated my AMD drivers, same issue.
I uninstalled my drivers altogether, and reinstalled them, same issue.
I removed the crossfire bridge and one of my cards, same issue.
I took my primary card out, blew any dust out, and reseated it, same issue.
I ran a full malware and virus scan, same issue.
I traded out my less used GPU with my main one, same issue.
I monitored heat in my GPU while gaming, didn't get higher than 60C.
My PSU is barely 2 months old, and has been working perfectly (still is), so I ruled that out.

What I haven't tried:

Changing power cable from my PSU to my GPU.
Moving my GPU to a different PCI-Express slot.
Swapping out my VGA cable with a DVI or HDMI cable.
Changing power supplies altogether. (Shouldn't have to)
Using a different card other than one of my 7950s (don't have any other).

A picture might help, but are you sure it isn't just screen tearing from having more fps than your screen can display?

EDIT: Oh on youtube videos too... Hmmm... Maybe not screen tearing then.

Yeah, it's not screen tearing, I've checked and fps, resolution and Hz match up
