Hey everyone!
I've been noticing some issues with my GTX 660 OC recently in CS:GO. I would notice that after a certain amount of playing, or sometimes randomly, my GTX 660 would download to 324MHz or sometimes 532MHz and stay there...never clocking up to its core clock of 1020MHz or boost clock os 1165MHz.
I use EVGA precision X to monitor the temperatures, fan speed, and clock speed. All have been normal except for the clock speed. The GPU never reaches above 40C usually never even 35C (Canada) so it isn't a heat issue. I'm on the most recent drivers and I have tried setting my OC settings back to default with no results.
Could it be a PSU issue? I have only a 500w psu for my gtx 660 and that's what I think has been the culprit.
In addition, I play CS:GO at 1280x960 (preference, can easily run @ 1080p) and all low settings. My card should have no problem staying at its core clock without a sweat. So it's not a heat issue, I don't THINK it's a driver issue, and is not an OC issue.

GTX 660
8GB RAM @ 1600mhz
500W PSU Cooler Master eXtreme Power plus
EDIT: Could this be a game side memory leak as well? Are memory leaks known to cause this sort of behaviour in downclocking? I know many people who have this issue as well. Which is funny because when I play BF4 for a couple hours it stays @ 1165MHz easily.
