New Built PC Was Working, Now Won't

HI, I built a PC a few days ago and its been working great. But, while playing Empire Total War, is suddenly shut off. It had not been running hot or having any trouble, but now it won't turn on. I have a green light on my GPU, but no other lights to check. The only other sign of life is that when I turn the PSU off and on via the back switch and then I press the case's power button, the fans turn about 1/10th of a turn.

Hi,
It looks like a power supply issue. Try borrowing one and testing.

I got a new PSU, but the exact same condition persists. It is the exact same model, but a completely different unit, that shouldn't matter, should it?

I also re-applied thermal paste.

Any smarties have good ideas?
