Intel core 2 quad and Intel 4th core i5, if they have same clock speed and same amount of core. Is they are same ?

Drastically overstated. The i7 2600K is about 15% faster than the i7 920. The 3770K is roughly 7% faster than the 2600k and the 4770K is about 10% faster than the 3770K. So the i7 4770K is at best 35% faster clock for clock than...

no..
Newer technology has better efficiency per clock..so, in the same clock, will faster than older..

for exp, (Older to newer)

i7 920 -> i7 2600k -> i7 3770k -> i7 4770k
All of this series has 4 cores and 8 thread..

i7 4770k is 10% faster than i7 3770k in same clock..
i7 3770k is 20% faster than i7 2600k in same clock..
i7 2600k is 20%-30% faster than i7 920 in same clock..

so, in i7 series, newest technology (4700k) will 50%-60% faster than i7 first generation (920), if both run in same clock..

Just like anything that depends on what you are comparing as well. Newer CPUs include newer instruction sets that can be used by newer programs so in certain tasks the number might be much higher or much lower. The percentages above are an average.

Compare any 2 CPUs here. I selected the best Core2Quad 9650 vs an i7 4770K but you can select any 2 you want.

Tom's also has comparison charts here:
