CPU usage drops when opening Task Manager

Hello guys.
I noticed that when I am opening Task Manager its showing cpu usage of 40-50% (even though I am not running anything) and its instantly droping to 1-3%.
For example when opening task manager I can see: Task Manager using 25%, MalwareBytes using 12%, Internet Explorer using 10% (although both MalwareBytes and IE are closed) and then the total CPU usage will drop to 1-3% with Task Manager using 1% while MalwareBytes and IE not using at all.
Do you think its normal if not what problems do I have?

Its nothing abnormal and don't worry till u notice any changes in performance.

Thanks for the answers guys. Sorry, I forgot to mention that my CPU is I7 3770 overclocked to 4.3GHz and I am on Windows 8.1
Does it happen to you?
Because I wonder, when the Task Manager is closed what is the real CPU usage: 40-50% which is showing at opening or 1-3% which is showing 2-3 seconds later?

There is always a peak when you open task manager initially.
