Faulty PSU causing windows not to shut down?

So my new custom built computer(now a month or so old) does not shut off completely and fully. It also shuts off and resets randomly but mostly when gaming. Recently, I received the message "power supply surges detected during previous power on[...]" Does that possibly mean a faulty PSU?
Specs-
Asus p8z77 v lk
intel core i5 3570k
Geforce GTX 670
Corsair 600watt hx modular psu
8x2gb ddr3 1600 ram
Corsair cabride 400R

I usually get that error when my power goes out.
As for if the psu is broken, I would test your ram first with memtest.
You could also run with only one stick and see if it crashes. If it does not crash you know it's your ram.
Have you checked your temps too?

My temperatures are outstanding. The CPU is well below 40 and the voltages all seem fine. I have just increased my ram to 1600mhz(its a 1600 one but it was at 1300 and I didn't know) and now the computer seems to reset less often.

Does it crash when you stress test it? Like with prime95?
It could be instability with you ram. Did you test it with memtest?

Also, check the specs on your ram for voltages and put in the correct voltage in motherboard.

Your default ram voltages are usually 1.5 or 1.65 depending on the model.

Ram voltages should be in ai tweaker

Edit: If you have a spare psu it wouldn't hurt to try it.

I have not tried a test with prime95 yet so I haven't tried a stress test either. I have an asus p8z77 v lk so I will check the voltages for the ram. I do not get a blue screen however. Sometimes I get the asus message about the power surge and sometimes I don't get any message. It like the computer never crashed and it was a regular power on
