Load driver, Install Windows on USB instead of internal drive

My internal drive died (bad drive or some internal connection problem, please don't focus on it), so I want to install the OS on my 32 gb usb flash drive. My windows installation disk is on a DVD. Problem: During custom install, no drives are listed. I inserted my USB stick in every available USB port, but Windows can't see it.
Interestingly, if I insert an external USB drive, which is a box with its own powercord - not a flash drive - windows will see it.
So why can't it recognize a USB thumb drive when it can recognize an external box drive? Something in the BIOS setup?
