Num Lock disables at start up

I have an HP Win 8 Pro All in One Touch computer I just bought last week and the Num Locks will not stay on at start up.

In BIOS it is selected to stay on at start up and I even went into the registry and changed the value to 2 under InitialKeyboardIndicators.

When the computer is off the num locks is on. When I turn on the computer the num locks stays on until my log on screen. As soon as it goes to my log on screen the num locks turn off.

Any ideas? Thx.
 
Solution
As a temporary solution you can install NumLocker. I use it when playing games where I need my Numlock in one state or the other and cant afford accidentally toggling it. This app will force it to stay on or off (also does Caps and a few others).

If the software can force it to stay on, why wouldn't I be able to use the ten key?

btw - I just tested another keyboard that works and it does the same thing. So it is not the keyboard.

It is weird that the num lock stays ON when the computer is off and while it is starting up. If I log in using num above the keyboard, the num lock still stays off until I physical press the num lock key.
