Having low fps although new motherboard

So here's my problem, i had fps problems on every game i tried, can't specify them because it happened in all of them and having low perfomance in general. I play cod2 (yes the old one, i love it and it is still being played competitively) and i get 1000 fps looking at the sky while spectating and while playing i get 400-500, looking at a smoke grenade i get like 300 fps but if i aim it drops to 100, the same happens with trees and foliage. On every game with every settings, low or high same fps, vsync always off. Drivers up to date, bought and installed (correctly) the new motherboard last week

Here are my system specs:

AMD FX6100 3.3ghz
EVGA GTX 465
Asus M5A97 EVO R2.0
8gb Corsair Vengeance 1600mhz (2x4) oh i forgot about this, if i put the rams to 1600 windows detects 3.90 gb usable out of 8gb and if i put them on auto (1333) it detects the 8gbs, idk why
PSU CM 600w costed me like $80
W7 ultimate 64 bit

I know you're talking about COD2. It takes more GPU power to render trees and foliage than the sky. This is why when looking at the trees and foliage, the FPS drops. And looking at the sky FPS increase because it does not need a lot of GPU power to render the sky.

Then what about the ram problem? can't figure it out

Update the bios, this mostly fixes the problems you're having.
Another thing to try, check if the system is restricting your memory use when set to DDR3 1600.
Go to startup options and click the Boot Tab then Advanced Options and disable Max Memory

Already updated because i couldnt get windows to detect the 8gb even on 1333mhz, and max memory was already unchecked :/
