Which GPU shall I go for?

Hi community,
I am planning to build my first gaming PC over the christmas holidays, and I was wondering what GPU I should get. I was looking between these two GPU's:

I know that the 7970 is better: http://anandtech.com/bench/product/830?vs=770 - but I have a small budget so i was wondering about these factors:
- Which one is easier to OC?
- Which one has better cooling
- Your personal opinions on this subject
- ...etc.

You also need to put in mind that both next gen consoles are now powered by AMD and a custom AMD API (Mantle) is about to be released which will bost performance for AMD cards i ngames that will use it.

In my humble opinion the future lies with AMD.

OK thanks. Could I ask you another question?
Which would be better with a dual GPU setup if I wanted to upgrade later (e.g. 7970 Crossfire or GTX 670 SLI)
