Which do I buy? I have an Intel i3 540 on a mobo with 2 gig of ram, and the PCIe is 2.0 16x. Specifically the mobo is Asus p7p55 lx. I have two more gig of ram on the way. BTW the power supply is 650w

$100, prefer less and gaming alot of emulation and c&c 3, doom 3, and if on pc would like to try say skyrim. Online with many tabs open (my personal memory sucks so I keep tabs open), youtubing and oh playing videos alot. Right now I have a Geforce 9800 gtx+ with 512 meg onboard. Thanks

Problem here is that the 9800 is still a decent 'entry level' performer, it's only real downside is the 512 Mb of memory: http://www.newegg.com/Product/Product.aspx?Item=N82E16814500294 and, if you look, you'll see the GT640 is no upgrade at all apart from some extra memory.
I suspect half your problems are down to the limited main memory, so I think you'd be better off waiting until the extra memory arrives before making any purchases.
With a little looking you should be able to get the HD7790/HD7770 GHz Edition for <>$110 with the GTX650Ti coming in a little more expensive at <>$130. Anything less will be...less of an upgrade.
