enable password hints on welcome screen on windows xp

I click on the question mark next to the user name for a password hint and nothing shows up though I had entered password hint phrases and also I could even locate those phrases in my registry but the passward hints do not work when I click on them on the welcome screen on windows xp pro sp3. How can I activate them so to appear as I should normaly expect?
 
Your User Profile must have become corrupted. Has your hint ever shown on the login screen, and if so, can you run a System restore to put it back?

The only way to see if it is possible to get it back is to change your password and the new hint to go with it.

That said, if you know the password well enough to log in and get to the Registry, what's the problem? :D

Thank you for your answer, the hints were never ever shown and I was considering it a minor issue from the initial installation of the operating system. The problem became apparent when I had fine tuned the system as a prototype so to make an image to install it to other machines on a multiuser laboratory. It would be nice to have a hint for the restricted users when they have forgotten their password. Now I have an optimized system on all aspects I could imagine apart the hints not showing on the welcome screen. I have tried many methods to recover the appearence of the hints like the 'control userpasswords2' by the run command and the 'Welcome screen' activation and the 'Fast User Switching' by the Control Panel. It must be a tough problem to resolve and I might let it be but I just thought to ask for help in case somebody might had resolved it in the past. Anyway if you may think of any other sugestions please let me know. Thanks again for your help.
