Iv been thinking about getting myself i7 4820k but I hear they run hot not sure what cooling method I should use. Is a fan plus heat sink ok (could add a pull fan) or should I go with a liquid cooling solution?

I have i7-3820 - stock clock
I run under 50 degree with Arctic Cooler i30 and under 1500 RPM
I can`t reach even 65 on 100% load
If you compare it with the new one i7-4820 they are almost the same specs :
Lithography 22 nm
Max TDP 130 W
TCASE 66.8°C
the old one i7-3820 is :
Lithography 32 nm
Max TDP 130 W
TCASE 66.8°C
If you buy good cooler ( for 200W ... ) you will run from 35 to 68 degre on load : this test is with Noctua NH-U14S

Infact this one 4820 is running cooler than other CPU`s in the review so you have room for OC.
