CPU And fps problem

Every 1-10 minutes my cpu usage goes to 70-100 and makes my fps fall to 20 ( normal is 70)
after 1 minute it fixes
this happends always in each game , even if in google
i tried to close other tabs or programs
reinstall etc :| but same thing

Ah, a laptop. That is your problem.
Laptops have a fundamental issue with heat, when all the 'hot' components are touching it all collects creating even higher temps. I'm guessing the thermal paste on your CPU will of burnt of lol.
The reason for performance issues is the CPU throttles (slows down) so it doesn't produce as much heat, therefore reducing overall temps. Once it senses it is low enough it stops throttling.

I suggest taking your laptop into an IT shop or computer shop and getting the fan looked at and the CPU re-pasted with new thermal paste.
This will improve the problem but not completely eradicate it. To fix it, get a desktop.

i always look for proccesess and i end them but this is not my problem
in EACH game i play
even download even online by browser my cpu goes to 100
for 5 minutes its normal ( 20-30 )
but alot of times it goes 100 and i must wait 1 minute to turn into normal

Faldalot , its randomly before 5 months nothing happened , however my fps drops randomly can be like 100 times in a day or 0 times , 50 or all the time
i deleted eerything , did anti-malware bytes
anti-virus scan
deleted aloot of things
and i tried system restore alot of times but its useless
also tried to open new user , make pc faster my performance
