Why are the new consoles underperforming?

They said that the Xbone has a HD7790 and the PS4 has a 7850/7870. However the reviews say that these machines are not always able to output 60fps or 1080p. What is going on? A friend of mine said that it's because they use an APU instead of a dedicated GPU and that a PC with a 7870 will easily outperform a PS4.
 
First unlike pc console have static hardware. With that in mind developer will choose what to do with their games. For examples frame rates. They can target 30 or 60 fps and choose what to sacrifice. If they want smoother gameplay they will choose 60 fps and sacrifice graphic quality (the COD series did this on the last gen console). Other developer choose 30 fps in expense of better graphic quality. As for the resolution it depends on dev. Just because PS4 support 1080p natively the dev will stuck at such resolution. They can choose to use lower resolution if they want to.

For now pc with 7870 might be able to perform better. But for console the advantage always comes to the familiarity of the hardware over time and the low level access it has. The hardware might be static for years but the developer familiarity of the hardware over the years will enable them to optimize the hardware potential to its fullest

According to the developers of Battlefield 3, the lowest setting on the PC would need a GeForce 8800 GT and this would give the same amount of detail as the PS360, which has an equivalent of 7900 GTX. Doesn't the former give about twice the FPS than the latter in a PC? Thus going by this fact a HD 7970 ghz edition in a PC will be needed to keep up with the Xbone with a HD 7790.

Anyhow isn't is accurate to say that this generation optimization by the developers will be less important since the new consoles both use x86? Therefore any optimizations will somewhat be carried onto the PCs.
