Cpu clock 3.4GHz to 1.7GHz, and gpu usage drops to 0

This is my build.
730W PSU
AMD FX-8120
HIS ICEQ Boost 7950 3Gb
ASUS M5A97 LE R2.0
8Gb G.Skill sniper 1866MHz

When playing league my gpu usage is constant at 20-30%, but randomly my cpu clock drops from 3.4GHz @ 1.4V to 1.7GHz @ 1.0V. The multiplier also drops from x17 to x7. Also the clock sometimes spikes from 3.4GHz, to 4GHz when idling.

When playing BF4 on ultra. I'm getting a constant fps at around 50-60, and the cpu clock stays constant. But every 5 or so seconds my gpu usage drops to 0% for a split second. I have tried everything but can't seem to find the problem.

Also, the temperature for the cpu hit a max temperature around 49 degrees celsius, and the gpu reached 50.

That's probably C1E being enabled in BIOS. It automatically reduces your CPU multiplier (slows CPU down) when full power isn't needed. It is operating normal. You can disable it in BIOS, but that would leave the processor running at full speed all the time wasting power, energy, and life span. It is fine the way it is.

The temps you report are ideal. No worries there.

The problem is, that it causes my frames in game to drop from 170 to roughly 20. I don't think it is supposed to be doing it when it is under load, correct me if i'm wrong.

You are correct. It should speed up instantly. Not all AMD MB BIOSs have C1E available, but if yours does you might want to disable it and see if that improves things. On the other hand, it could be Cool & Quiet causing the issue. That too is able to be disabled in BIOS.
These aren't fixes, just work-arounds.

Another possibility (and more likely) could be the software displaying the readings could be wrong. I doubt your GPU usage is dropping to 0% for even a second, or you would lose your display. I'm finding that ever since AMD dropped their K10 architecture and went to the Bulldozer architecture, their sensors have been problematic.
