I am about to build a computer and dual boot single 500gb ssd. I will have a 1tb HHD for back ups or for extra space.

If I have files(documents, videos, music, ect.) on one os could i access it from the other os?
Or could I have the HDD act as a external hard drive or flash drive and store all my files there?

You could do both but you may need to install some of those apps/programs that are in one of the OS's into the other OS.
IMHO, I would use two separate drives for a dual boot setup.
I had two separate drives both with a mirrored image of the OS so in case I had a hardware failure I could simply swap out the drives.
However now, using eSata, I dual boot into either Win8.1 or Ubuntu using again two separate drives.
