I have Core i5 3350 3.3ghz. 8 GB ram and high power 700w, and gtx 570. Want to buy radeon 7990. Will everything be fine? I know people have problems with low fps using this card...

Processor too slow for a card that fast, you want to get everything out of it you can with an investment like that. Also take 780 and 290 into serious consideration, they bite at the 7990's heels in terms of performance, but aren't as expensive and only have 1 GPU, meaning no possibility of stuttering or driver issues.

Also your PSU needs to be a good quality branded unit, a random bargain bin 700w PSU will not work.

No problem with PSU it's fine for 7990. But will the performance be too bad cause of the processor? I am going to place a card today in my computer. So will it be too bad? And can I wait good performance from BF4 like example? (I have 60hz 1080p monitor)

Processor isn't clocked fast enough to keep all the way up, but it's more than enough to handle 1 x16 slot, so I wouldn't think it would bottleneck that much. There's only so much bandwidth that can go through the slot. I also think the 290 is your best bet and you can get BF4 for free if you get an XFX card; it'll consume less power and be generally more reliable. The 7990 really only makes total sense if you're gpu-accelerating open-cl based programs. And yes 60FPS should be easily attainable without ridiculously high AA.

So it won't be big bottleneck? And how much should I over clock my processor to remove bottleneck completely?

I'm not even sure you can overclock that processor without messing with the base clock which gets tricky and you can't overvolt. I'd pick up a 3570k and a z77 chipset board if you're still wanting the 7990 and want to remove the bottleneck completely but the 290 is honestly a better choice.
