I have AMD pc with no integrated video card. there is a beep but no display

I built my pc yesterday. parts I used are
-Asrock 990fx extreme 3 mobo
-FX8350
-R9 280x from gigabyte
-Corsair H100
-256gb hdd
-950W power supply

every fans and LED lights are working and so is DVD drive. However when I connected HDMI to my tv, there is no display at all. Can anyone tell me what is wrong?
Also, cooler doesn't work as well when I connected everything

I have checked everything. Only part I'm not sure is whether my motherboard is one of those motherboard that doesn't boot if it doesn't recognizes any cpu cooler

I see it's an older thread, so the OP's problem might have been solved, but for anyone else out there with similar issues:

Does this happen when a monitor is connected to DVI too, or only when connected to the HDMI port?
