I have AMD pc with no integrated video card. there is a beep but no display

I built my pc yesterday. parts I used are
-Asrock 990fx extreme 3 mobo
-FX8350
-R9 280x from gigabyte
-Corsair H100
-256gb hdd
-950W power supply

every fans and LED lights are working and so is DVD drive. However when I connected HDMI to my tv, there is no display at all. Can anyone tell me what is wrong?
Also, cooler doesn't work as well when I connected everything

You have a cooler connected to the CPU fan connection?

Replacing a cooler fan don't cost a lot and its easy to do.. where you live at what size is it we can help you!

Does this happen when a monitor is connected to DVI too, or only when connected to the HDMI port?
