Sapphire HD 7950 OC 3MB installed, but monitor blank/black/not turining on

I purchased a Sapphire HD 7950 OC 3MB and installed it in a HP Envy h8 PC. When I fired it up, the graphics card was getting power (i.e., the fans and lights worked), but the monitor was blank (black) and was not turning on (i.e., the monitor light was blinking).

I took out the new graphics card and replaced with the old one and the computer works like normal.

I previously installed a 750W power supply to replace the factory 450W, so power isn't the problem.

Cannot plug directly into the motherboard to run BIOS because this HP requires you go through the graphics card plug to the monitor.

Double checked the two eight pin connections to the power supply, and the fan and lights did work on the card, so I think power isn't the problem.

I even installed the driver prior to putting the graphics card in, but did not remove the old card's driver (which is a AMD HD 7570).

Does this sound like the card is DOA? I heard this should be pretty easy to do. Just take one out and snap the other in.

Any advice would be great.

sounds like you've done everything right. With the working card in, in the BIOS is there any option to select PCIe graphics vs onboard? Could it be set to auto?

Regarding BIOS, no option that I could see.
