This has been a problem recently when i started streaming with OBS it used to spike my cpu to 100 so i stopped using OBS. Ever since i stopped using OBS it still happens its been happening with alot of games to name a few League of legends, Counter strike, Alan wake. It usually happens 10 to 20 minutes into the game. When it does happen i close out the game then my cpu sits right back at 5 to 10%. When it does spike up it makes the game glitch and drop crazy amounts to frames sometimes it goes to 5-10 fps and doesn't stable out till I close out the game.

My setup is
Cpu : AMD fx 8120 @ 4.00 ghz default voltage
Ram 16gb ddr3
Mobo Gigabyte GA 970a d3
GPU Powercolor HD7850

That is what it is supposed to do.
Some games are very CPU intensive.

Must be some other junk running in the background that is causing the cpu to jump up to 100%. Never seen an 8 core actually doing 100% in any game yet, let alone with streaming activated as well. 5-10% while idle is also pretty high in every regard, so something must be running that is making your cpu go crazy.

Also make sure you have Winsat.exe disabled in the scheduler, it's as useful as a 5th wheel on a car.

Killer processor but I can't say there's a problem. Maybe try lower the settings down and(or) optimize your pc
