My ASUS Z87 Deluxe will not POST

Hey all: I am building my first computer and have run into motherboard issues. I have an ASUS Deluxe Z87. I have this system breadboarded with an i7 4770k cpu and a Seasonic platinum 760w power source. I have replaced one board that was DOA. The second board was sent via RMA to ASUS and now is back but I have the same problem. if I connect the cpu, cooler, and psu the board turns on, fans on no abnormal lights. If I add RAM (platinum corsair dominator 1866 (corsair said it is compatible with my board and have graciously sent a new set of ram 2x 8GB) I get a single beep from the mini speaker as the system runs for a few seconds then shuts down for a couple seconds, then starts up, another short beep and the boot device led light comes on and stays on. I have tried switching the ram sticks into a single slot individually...no luck. I am outputting the video to a monitor via the onboard graphics HDMI and I have tried the Display port as well with nothing on screen. the monitor is working as when I turn it on the logo flashes on the screen. I talked with ASUS tech rep who suggested I try the clear CMOS and update the bios using the flashback bios option on the board. ( I downloaded the update bios onto a 2.0 usb jumpdrive, plugged it into the designated usb port but I get a steady blue light on the flashback button after it blinks for a few seconds...not good according to the manual meaning the bios was not down loaded I guess.) I also tried another jumpdrive same result. I have tested my PSU via the paperclip test under load with an extra case fan I had attached. all the voltages spot on as I tested each one using a multimeter. I do not have another power source to test with. my question is why do I get the boot device led light? wha t does this mean. the asus tech rep wanted me to "try another cpu". I told him I only have one component as I am building the computer. I don't have a bunch of extra components lying around. I RMA'd the board because I could not update the bios (which I should be able to do without any memory in place...I tried...no luck). now he suggested I disconnect the hard drive. I don't have a hard drive connected UUGGH! I can't get by the simple breadboarded 4 components and get a successful POST. Any suggestions would be helpful. yes, I have checked my connections many times over. I still think it's a board problem not the PSU or the CPU because I have replaced the RAM and tried using a single stick with no luck. I keep getting the stupid boot device LED light and I still can't use the flashback bios update function(also the downloaded bios is in the CAP file format and the usb is FAT32 so I don't thinkt hat is the problem either). thanks to all who respond.
 
Solution
First of all one beep means all the hardware checks out ok.
If there was any other problem you would be met with a number of beeps short or long to indicate the problem such as ram not detected rct.

If you got to the asus splash screen then you should be able to get into the bios.
The board is saying it cannot find a boot able device.
Since you never connected the hard drive when bread boarding.

You also have to be aware of what SATA ports you connect the drive too.
The white will be primary Sata 2 or Sata 3 speed ports.
And the black will also be the same, but use a different Chip set on the board.

Plug the Hard drive into the 1st white Sata ports.
Connect a cd or Dvd rom drive to the 2nd white sata ports.

Enter the bios when...

Check both the hard drive and dvd rom drive are picked up in the bios.
Then go to the boot section of the bios, Place the cd/dvd rom first in the order then the hard drive at no 2 in the list.

Place the windows install dvd in the dvd rom drive.
Then save the settings before exiting the bios.
You will be met with a message of press any key to boot.
It will run windows setup, where it will format the hard drive and install windows.

i did not get a splash screen. the monitor works when i turn it on with the asus logo but all i get is a box that says no DVI signal,. i don't believe i needed the hard drive connected to get the computer to post or get a splash screen. i have the monitor connected to the mother board with the on board graphics through hdmi. i have also tried the display port. i could try putting the graphics card in place again and outputing through the graphics card hdmi or display port. would it matter which interface i use to see/get to the splash screen? that's my problem, not getting the splash screen. is it the board, the cpu or the psu? i have tested the psu with a load (case fan connected then jumpstart with paper clip) and then test voltages with a multimeter.

to Shaun o and rolli 59: hey guys i did get my build to post..yeah. as it turns out i connected the video card and outputed to the monitor via a DVI-D cable and that dumb old interface worked! i got to the splash screen. My brother in law was the one who suggested it. i am not sure why i could not get to the splash screen using the hdmi or display port from either the video card or the on board graphics ports. maybe i will need to update the bios to do that. at least now i can finally start putting parts into the case and move along on the build. thanks again for your help.

HDMI requires a "handshake" to work; it must have a signal from each end. Some monitors don't recognize an HDMI is connected without a signal from the PC. If the PC has never been booted, the onboard HDMI may not have initialized yet, resulting in no signal from either end, so no handshake.

One way around this is to connect the HDMI to a TV first, unplug it hot and then plug it into the monitor.

DVI doesn't require this, and so you were able to post.

That's one positive thing about old school VGA analog video, if it's plugged in and all components work, it works.
