Sorry most laptops cannot be upgraded aside from adding more ram or a hard drive. Most laptop graphics have integrated which is either in the processor or soldered to the motherboard itself.

Im afraid not, Universal Serial Bus(USB) doesn't transfer information fast enough to support such a device that would accelerate your graphics.

Depends on what games you will be playing, i can tell you now that at that budget you will not find anything that can play Battle feild 3/4 or black ops or anything along those lines.

I can extend upto 450 dollars. Which is 29,000 INR. But not more than that.

To be honest if your trying to play battlefield 4 your going need some more money. I mean i found a laptop i believe meets min requirements for bf4, but i can't guarantee anything and also is $60 more than your budget.
