14 cm is medium profile, not low profile. If your budget is in USD, that kinda rules out sealed loop coolers, but this one might be a good choice:

I think coolers that are siginficantly better than the NH-U9B will be too expensive or too big for you, but in this review:

I hate to say it, but you need to adjust your expectations. You're basically asking for a tower CPU cooler that's not tall. Those two criteria are pretty much mutually exclusive. :/
