If you are running Windows 7 (I'm going to assume that because this was posted in the Windows 7 section), Documents and Settings (plus a few others, especially in the User profile folders) doesn't exist. It's a special shell object for legacy application installers to use which redirect the installer to place extracted files in the proper locations. You cannot access these objects as the physical user, as there is nothing to access.
