If you pay $20 more, you can get this absolute monster

At that price IF there were good coolers available for the R9 290X then that would be it.
However since there aren't a GTX780 will be your best bet. However it all depends on your resolution and what you plan on playing.
For many cases the cards in the $300-330 range work fine. Such as 7970, R9 280X and GTX770.

The price of this card is more than $700 in croatia

Which one of these is better?

ASUS GTX770-DC2OC-2GD5 SplinterCell Blacklist

or

Sapphire R9 290 4GB GDDR5 512bit

That answer is two fold.

The R9 290 is faster but very loud. The GTX770 is not quite as fast, but it is very quiet.
Both of them will work for you fine at 1080p though.

The R9 290 is still slightly faster, in many cases. The sound issues still remain, R9 290 is very loud, GTX780 runs quiet.

Once custom cooled versions of the R9 290 come though, it will probably be the better card. Until then it is hard to recommend due to the noise.
