So I'm building this desktop for my brother for his birthday.
Questions:
1.) is it compatible?
2.) can it run games like League of Legends, Dragon Nest, COD Ghosts, etc. ?
3.) can it be used for other purposes like streaming on twitch with no lag and stuff like that ?

Looks good. Should be fine.

I don't know about the Hyper 212 Plus, but I had a Hyper 212 EVO on an FX 6300 and got it to OC to 4.4-4.5GHz with near stock voltage. Temps stayed under 55c under full load. Of course, your mileage may vary as every CPU can OC differently.

For the Motherboard, I'd suggest an ASRock 970 Extreme 3 or 4. They have VRU heatsinks which are a must have for OCing modern CPUs. You'll be pulling higher than normal current and the extra cooling will be helpful and safer.
