Graphics card DoA?

So I just build my first computer, and I believe I've received a DOA graphics card.

Everything works fine, bit device manager in windows, and manager in bios settings don't recognize any graphics card existing.

Mobo is an msi z87-g43, Psu is 640W, PCI-E cables are connected, and graphics card is a GeForce gtx 780

make sure the video card is seated correctly.

does the fan spin on the video card?

is there an option in the BIOS to change the boot sequence of the video card? make sure PCIe is before on-board

Video card is seated, fans are spinning well, my mobo has a feature to view anything connected in any of the mono slots, and graphics card is not showing up.
