EVGA 680i - no video, no post, error 2b then 7F

I replaced my motherboard with an evga 680i, but am having some trouble… It was delivered in a cardboard box, with scrupled up sheets of A4 for the padding, no anti-static bag, and sent via Royal Mail. I didn't have much hope, but I tested it with only the CPU, and got the 6B (I think), then I inserted 1 DIMM, keyboard HDD and video, and managed everything loaded fine. I just went with default BIOS settings, and got to the windows load page, at which point the system hung, and so I turned it off. Now I cannot get anything to appear on the screen, getting a sequence of beeps at 2b, then a pause at 7F - which changes to FF if I hit F1. This is in breadboard mode, with or without GPU; HDD. Is the board dead?

Ok - would that require a voltmeter (as I don't have one…). I've switched the battery with one from a spare mono, but same result. I've also tried a replacement GPU, replacement memory in all slots, reseated everything, and placed the board on a wooden board. If it is giving me an error on 2b, then 7F, is it safe to assume that the board is actually working and that it's a problem with some other component? I only ask because it was bought secondhand and I if I was to return it I don't have a lot of time to try all possible solutions.
