so like i want to run my gpu fan at 100% will it damg the gpu? and how can i increase the performance help!!! i got gtx 780 ti oc edition. am trying to oc my pc dont know how

No, running the fan constantly at 100% will not damage the GPU, but it will somewhat reduce the lifespan of the blower and greatly increase system noise.

To increase your fan speed and overclock your GPU I would recommend EVGA's PrecisionX Software.

so like lets say i want to run bf4 on ultra which i did just a min ago everything worked fine at 80% fan speed my cpu was at 3.9 so am not doing any oc!???!?!?!?!!?!? pc world is weird thanks for the tip helped alot.

No, simply changing the fan speed on your GTX 780Ti will not overclock your GPU, although it may allow you to run longer at a higher turbo bin.

Overclocking your GPU means that you are increasing the GPU and/or Memory speed beyond the limits set by the manufacturer.
This will generally increase performance, power consumption and heat production from your GPU.
It can also lead to instability or even lower performance if not properly done and tested.

If you are satisfied with your current performance and are uncomfortable with the risks, I would recommend keeping your system at stock.
You can always overclock in the future after you feel your performance levels are a bit to low and you have done a bit of indepth research on overclocking.
