Solution
The message does not refer to Outlook at all.
What it is saying is your hard disk drive has errors on it.
And is the likely cause as to why outlook will not work or crashes when trying to run it.

On every hard drive you have extra redundant sectors.
This is because some fail, so windows flags the bad ones not to be used.

And try to copy the data that was contained there to the extra sectors.

Once those sectors are used and the drive begins to fail more you loose data.
You are met with this message.

It means you need to buy a new hard drive.
As it cannot hold data, read or right to the location it wishes to.
The other reason for it is that the read and write heads of the drive are beginning to fail.

Damage to the disk platter ect...
